(6 December 2012, Hong Kong) Mr. Ma Kai, a member of the Politbureau of the CPC Central Committee, a State Councilor and Secretary-General of the State Council and his delegation, accompanied by Mr. Li Yunfeng, a leader of Jiangsu Province, Mr. Cao Xinping and Mr. Zhu Min, leaders of Xuzhou City, etc., paid a field visit to the enterprises of GCL-Poly Energy Holdings Limited (“GCL-Poly”, the “Group”, stock code: 3800.HK) in Xuzhou including Jiangsu Zhongneng Polysilicon Technology Development Co., Ltd. (“Zhongneng Polysilicon”) and the 20MW PV power station for an in-depth study of the current “downturn” situation of the PV industry. GCL-Poly’s Chairman Mr. Zhu Gongshan, Executive President Mr. Shu Hua and Zhongneng Polysilicon’s General Manager Mr. Jiang Wenwu were among the accompanying personnel and reported progress of our work.


During his visit to Xuzhou, after the briefing by Chairman Mr. Zhu Gongshan, Mr. Ma Kai fully recognized and spoke highly of GCL-Poly for its contribution to the local economic transformation and development and its support for the PV downstream enterprises. He said the PV industry is a typical young industry with strategic importance in which China has competitive advantages. He believes that the current challenges industry is facing is only temporary, as the central government highly values strategic new industries and the development of clean energy and renewable energy. He believes the industry should work together with determination to find out the crux of the problem and come up with solutions, thus weathering the difficulties and unswervingly advancing the healthy and sustained development of the PV industry. To address the difficulties and challenges, market expansion, particularly domestic end market, is crucial while structure adjustment and technological advancement are the critical steps. The government should make good plans, formulate standards, improve the legal system and tighten regulation. Ma went on identifying some of the major difficulties face by GCL Zhongneng Polysilicon and provided specified solutions. Ma hoped that enterprises including GCL-Poly continued to play their role as industry leaders in accelerating restructuring and industry upgrading and constantly enhanced core competitiveness to lead the whole industry toward coordinated and sustainable development.


In response to the existing crisis in the PV industry, Mr. Ma Kai called up PV related leaders and experts of relevant ministries and commissions including the National Development and Reform Commission, the Ministry of Finance, the Ministry of Commerce, the Ministry of Industry and Information Technology, the State Electricity Regulatory Commission, the China Banking Regulatory Commission, the National Energy Administration and the State Grid to personally coordinate and, on the basis of on-the-ground research directly from front-line enterprises, to tackle the issues such as policy, trade, credit and market that the industry is facing currently.


Amid the success of the 18th Party congress and as its essence is being implemented across the country, the special research on key PV enterprises in Xuzhou, Changzhou and Wuxi of Jiangsu Province made by Mr. Ma Kai fully reflects the great importance attached by the Central Government to the real economy, particularly the unprecedented concern and support for the domestic PV industry. It is of vital significance for boosting confidence of China’s PV industry to tide over the difficulties, accelerating the development of domestic PV market and coping with overseas PV trade barriers.
